Keyhole router bits are ideal to mount pictures flush to a wall. First, the router bit plunge-cuts an entry hole. As the router moves forward, the small diam. cuts a 3/16" wide slot while the large diam. cuts a wider slot beneath the surface. This creates a shoulder to securely grab screw or nail heads.
